Boundary Fence questions / advice please

Looking for some advice before I contact local planning dept. My property is detached and has a boundary fence going right round the property, at the back it is 1.8m high, and down the side of the house it is 1m. Now my property is next to open green space, and on the other side my neighbours, I would like to change the fence on the open side to be the same height 1.8m high down the side to the front of the property then leave it as is in the front garden (i.e. at 1m high).
I think I need planning permission as it will be less than 20m between the fence and road and the fence will be over 1m high. I have spoken to others in the estate and they have done likewise without planning permission and they have told me just to do it. I don't want to spend the money then have to change it (spend more money), of course I don't want to pay for planning permission if none is required.
Any advice on how best to proceed, I have checked local council website and it clearly states under general rules you need planning permission if the fence or enlosure is going to be less than 20m from road / footpath and exceeds 1m.
Edit - I should add I am in Scotland, anyone any ideas if it would be rejected? I honestly can't think of any concerns that would be raised as a result, it will not be blocking light to anyone. Its £180 to submit the planning, the cost of carrying out the works will be less than £50, as I will get the materials from merchant and be carrying out the work myself.

As long as the fence will not impact on sight-lines for road users, then you may as well just build the fence and if it comes to it and the planners find out, then all they will do is ask for you to make a retrospective application - which wont be refused if there is no impact on road users0

Thanks for that, nope, no impact on sight lines for drivers It will still be 12m from the road.
I was thinking of just pressing ahead when a few people said they just done it, but I just know I would be the one they pulled up about it.0 -
If they do make you apply for retrospective PP though you will have to pay for it and my council charges £180. Planning regs do state that fencing adjacent to a highway shouldn't be more than 1m in height.0

Planning regulations in Scotland for houses have recently changed this month and 20 metres from road no longer applies. At the front of the house and next to a road you can erect a fence up to 1.0 metres in height, to the rear of a house you can erect a fence up to 2.0 metres in height without planning permission. Give your local planning department a call for more advice. If property is in a conservation area or a listed building then you would require planning permission.0

Not listed or in a conservation area, the houses were built 10 years ago, it is the side of the property I want to do. I had been told the rules were changing wasn't sure when. So think it is best to give them a call, I have exhusted the online faq's etc.0
