where to save if i don't pay tax?

The account being described is designed to save £300 a month, but allows you to under-pay some months and then catch-up later (but doesn't let you over-pay in advance).
If you consistenly underpaid for 11 months, you could make a big payment in the final month to catch-up, although this is almost pointless, as interest is only paid on money for days it is actually in the account, which would only be the final 30 days or so.Eco Miser
