Windows 7 not uploading install from no OS

Hello, I have just purchased a reconditioned Dell D630 (Core 2) with no OS. I have purchased a full copy of Windows 7 OS to install on it.
The issue I'm having is that nothing is happening when I am running the installation DVD (64 bit version).
The laptop has previously had its hard drive wiped - so the start up page on this machine is from this software program - Blancco. It is just summarising the hardware and processors. I was expecting just a blank old black screen.
I cannot find any information on how to get this page off the screen. When I load the disk, the drive runs and then stops. And that's it. Nada. Nothing. Not working.
Can anyone help at all?

Try another bootable DVD to see if the problem is with the computer/drive or you've got a duff DVD.

Not sure I've got one lying around though! I'll have thorough search, and if all else fails I'll call the guys I bought the laptop from in the morning. Nice to know that something was supposed to have happened.0 -
Thank you !!!!!! - but I'm not getting a POST screen to even change the BIOS. All I have is a Blancco screen that's white with all the processor information on it. I can't type on it at all. If I press any keys they give a small beep...and don't work.0

hold down the power button for 10 seconds, then try again, go into bios and change boot order to cd first.!!

Thank you to all...with a communal effort it looks like we've got it going. I had exactly 0.5 of a second to hit the F12 button to get to the boot menu between starting up and that stupid screen appearing. You can now all rest in the knowledge that muggins will now spend all night getting nice 'new' computer up to speed. Hurrah. And thank you to all again. Cheers, S0

As you gloat about the fact it is working now, let windows update update it, add you bits of software you want to add then take a system image, it will be useful in the long run.
