When is the best time to start looking fo an ISA for the new tax year?

Have you already invested this years allowance? If not you can still use that until 6 April.
You can still send the paperwork off in advance so if saving monthly your direct debit will be taken from April.Remember the saying: if it looks too good to be true it almost certainly is.0 -
yes I have I was just wondering if it would be better to wait until banks start advertising with the deals, whethe rthey'll have better rates at that time.Now?

Is there any reason to start looking before April ? I suppose it's just possible that someone will offer to take your money earlier and sit on it until the 6th when they'll put it in an ISA. But unless it was a really good offer, it seems unlikely they'd be so inundated with requests that they withdraw the account to new customers before the 6th.
Well, okay, maybe Natwest will try that trick again ;-)0
