Black Horse - a potential PPi claim?

Hi There, I'm pretty clueless about this whole PPI situation but 3 years ago i bought a new car and it was financed by Black Horse. I said no to the Payment Protection Plan (which i assume is the PPI) but there's another insurance on my finance plan that costs £16.90 a month. I am clueless about what it actually is. I've included a screen shot of it. Does anybody know what the insurance relates to and whether or not i could claim it back?

I've not called Black Horse yet as i assume they would deny it.
