Tiscali Belkin problem

I am trying to install a Belkin wireless router for a friend. He has a Sagem modem through Tiscali. However when I uninstall the Sagem and then put the Belkin in I can't access the router setup page 192.168.2.1 as it says "this page is unavailable " so therefore I can't input the username, password etc on the router.
To add another twist to this when I used his computer upstairs which is wireless, I was able to get to the router setup however after inputting all the details the router automatically saves and reboots, however when it was supposed to have done this the "this page cannot be displayed" came up again and now I can't access the router start up page on either computer.
Anyone got any ideas

Are you connecting to the router with an ethernet cable to access the settings?"She is quite the oddball. Did you notice how she didn't even get excited when she saw this original ZX-81?"

Yes..as per instructions. Ive got one of these routers myself, it was as easy as plugging it in and entering the settings on my computer but not with this one for some reason.These are the Good 'ol Days just wait and see!0

haven't checked the windows firewall settings will do that. I did do a hard reset on the modem but still no luck. I just find it strange that I had a connection to the modem setup via wireless link and now I don't.These are the Good 'ol Days just wait and see!0

Have very similar problem myself not with a Belkin router but a Belkin Wireless Range Extender/Access Point. Belkin Tech Support couldn’t help either.
I tried using the instructions I downloaded from the Web. Got same problem as you did. The printed manual (which I got later) gave different settings to access the web-based interface. Printed version worked, downloaded didn’t!!
This worked for me, but I wasn’t using a Belkin Router (it was a BT Voyager). Belkin Tech Support said that router wasn’t supported, but it now works. So it may be worth your trying this.
To get to the router configuration page:
1. Go to control panel, double click Network icon, or Network Connections icon
2. Right-click on Local Area Connection for the router, select Properties.
3. In ‘general’ tab select TCP/IP settings, click ‘properties’ tab
4. use: IP address 64 125 22 15
subnet mask 255 0 0 0
default gateway 64 125 22 1
select use the following DNS server addresses
Preferred DNS server 64 25 22 102
Alternate DNS server 64 25 22 103
Using your browser, go to 192.168.2.254 (without www or http)
You should then get to the configuration interface. (password should be blank)
After you have the router configured, you MUST undo some of this:-
Repeat items 1 to 3 inclusive.
Select ‘Obtain an IP address automatically’
Select ‘Obtain DNS server address automatically’
Click OK

I will try what you said Pedantic and thanks for the advice Albertross but I tried that and it says no IP address is assigned or something similar can't rem exactly
