    How does he know?
natwest wont give him the accont numbers

That suggests they no longer have alphabetical records of him.
how can he can the account numbers or should the ppi company do this?

If NatWest can't give him the information from the details he gives them then nobody can. He could try submitting a Data Subject Access Request - for which they can charge up to £10. This will give copies of what they can find on him based on what he tells them. You might, or might not, find details in that.

Alternatively, you might find reference numbers on old bank statements.
can anyone recommend me a ppi company that wont rip him off?

That is a bit like asking somebody to recommend a place where you can swim with a great white shark with no risk of it eating you.

An ambulance chaser will not be able to do any better than he can.

Has he not got old bank statements showing his loan payments? If he has there will be a loan account number on the statements which will do for claiming back the ppi....

    Hi there
How far back did your dad take out the accounts (loans, or credit cards etc)?
The account numbers can be checked on bank statements, or if he has online banking - where the repayments were made from, this may allow him to check from 2002 onwards, the account numbers if loans, should be shown next to the monthly repayment.

Another way is to request for the paperwork, such as a Subject Access Request (SAR), there is a letter template for this on the ppi reclaiming thread, just ask if your unable to find it.

    Hope this helps, good luck.
