Sorting out walls that were previously poorly prepared

Hello,
We moved into our current house a couple of years ago now and are finally in a position to start putting our own stamp on it.
Previous owners hadn't been in long but gutted the place and did it up to sell on. The prolem is that during the last 2 yrs we've realised that they cut a lot of corners.
The kitchen's thee worst. It looks like they've stripped paper off the walls but then not rubbed down and cleaned them with sugar soap before re-painting.
I presume my only DIY option here would be to sand the whole lot down?

    if the walls haven't been sanded down before they were painted , there's a high chance that any paste left on the walls after stripping old paper off wasn't removed either - you have 2or 3 options imo, you can take a chance and paint it and hope that the paste doesn't re-activate with moisture from new paint and then bubble up , blister etc , esp in a kitchen where you get steam , moisture etc , or you could line the walls and then paint , or iremove old paint , clean up walls , remove any paste and then paint

    There is definately paste under the paint!:(
  • personally I would go with a rub down then line the walls and paint, so long as the lining paper is put on right it will look like a freshly plastered room

    Yes this would be the easiest option, unless of course you want to re-wallpaper, get a skim of plaster or tile.
