Is the H drive some security or password protected partition?
You can always format it.
I use the HP USB format tool rather than Windows, Windows format sometimes does funny things to USB drives.

The extra small partition behaves like a floppy drive in mine?
If I use my Integral 512mb USB card in my laptop the drives show up as an a:\ drive 3 1/2 floppy and E:\USBDISKPRO
It allows me to boot the laptop from the usb stick if I put the DOS Boot Disk files into that small partition?
Mine is only the standard 1.44mb though and not the 45mb yours shows, however mine is only a 512mb stick and not the 2GB like yours?0
