My son is at present studiously ignoring some Parking Eye toilet paper.
Now the car park involved has 4 shops a McDs and an electricity substation on it!
I am an engineer for said electricity company and by virtue of that have a statutory right of entry to land and premises in connection with my job. These are covered by The Electricity Act 2003 We also have separately a right of way to the substation.
In addition to that the contracts between the businesses and ourselves talk about an unencumbered right of access.
So it seems to me that if we are on site carrying out our statutory duties and get one of these pieces of toilet paper it could be that Parking Eye have actually committed an offence under the act which could be classed as a criminal offence.
In addition they may have breeched the contracts of the businesses which means we could disconnect their supply!

I stumbled into this forum, and what i have read has shocked me.
from what i can understand these parking companuies are nothing more than parasites who prey on the vulnerable, and i cant understand how they can get away with it.
I also find it objectional thatr these companies can record my registration number as i come and go from free car parks and use it against me.
the sooner these companies are shut donw the better, what are the government doing to resolve this?
If i was you i would get a few fake tickets, then inform them ( the parking comany )they have comited a criminal offence, and mention to the shop/store owners/managers that they are in breach of their contract and could be cut off, unless the parking company apologises and refunds everyone who has been scammed.0 -
The only way to shut these parasites down, Richard, since the Government doesn't have the balls to act, is for everyone (or nearly everyone) who drives a car to realise that that is exactly what they are- scammers- and that despite all their lurid threats, they have no entitlement to, nor any means of actually enforcing, their preposterous demands.
Only when they run out of people gullible enough to pay them, will they finally be put out of business.

Perhaps the OP would like to expand on his theory.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

Highly unlikely. You haven't specified what clauses of the Act are relevant, but it's probably something like being able to have access to the supply equipment. No-one is preventing that. Sending an unenforceable invoice doesn't prevent your ability to do your job, and has as little relevance as the same invoice to anyone else. The main way we can 'get at' any PPC is concentrate on complaints and threats to sue, aimed at the landowners/Managing Agent or Retailer which contracted the PPC.
If it's a retailer then complaints in writing to the CEO about the threats to paying customers (wait till you get a few letters then photocopy them so the retailer can see what's being sent out in the way of threats - they will not be aware).
If it's a landowner or managing agent then wait for some threatograms then similar to the retailer, send them copies of the threatograms but threaten to sue for harassment.
If you or a passenger was long-term disabled or has a chronic debilitating condition (Blue Badge or not) then one can have a field day with complaints of harassment and discrimination under the Equality Act 2010 as PPCs do not have the first clue about disability law.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
