credit card transfer through paypal

Hi, first post so please redirect me if i'm in the wrong section.
I'm about to move jobs and need to buy a cheap car to get to the new office, as i previously bus'd it.
I require £1500 which I don't have available to me, other than via an AMEX credit card.
I was going to use the 'transfer funds to my current account' feature, however there is a 39%APR.
I was then thinking if the private car seller had a paypal account, I could send the money to them via paypal, using my credit card as the funding option.
My question is, will my credit card be billed by paypal as if it were a purchase or would it still treat it as a transfer??
A purchase on the credit card has a much lower rate than the incredible 39%APR of an account transfer.
Any help greatly appreciated.

    Paypal is debited from your CC as a a purchase.

    It will be very unlikely the seller will be willing to take a Paypal payment for the car as they're charged 3.4% + 20p to process a credit card.
