Time limit for them to consider appeal for PCN

I appealed a PCN that was issued to me by the City Council on 1st September 2011 for driving in a bus lane on 23rd August 2011. It has now been nearly six months and I received a letter from them today saying the fine has gone up to £90 due to non payment.
Now I have the original email receipt from them so not to worried about having to pay but I wondered if there was a limit for them to get back to me?
Surely they can't come after me for the money indefinitely due to their own inept bureaucracy?

I'm not sure of the time limits but if you go to the council parking section at www.pepipoo.com and post there they will certainly know the answer."You should know not to believe everything in media & polls by now !"
