Wanted - cheap DVD Writer

Looking for a cheap DVD writer for my brother. He needs it for his laptop.
1. am i correct in saying dvd writer made for laptops are expensive? I feel the answer is yes
2. Had a look at the local supplier's website showing DVD writers etc..

found that internal drive plus case cost more than the external unit shown here

He does not mind it being an external unit as long as it is reasonably priced and does duallayer.
Is the above external unit a good buy?
Has anyone come across a cheaper unit?
