garda is sublime,if you like wind surfing go north,Bardalino and Garda if you have kids.You can walk between thes two in an hour along the lake edge.Forget driving use the excellent ferry service0

I stayed on the camp site at Peschiera without a car. We took the train from Venice direct to Peschiera and never had a car the whole time we were there.
It is easy to get around the town walking. The buses that go around Lake Garda are excellent. They also stop at the theme park and water park. You can also get a bus to Verona which is worth visiting. Depending on the traffic it takes about 40 minutes,
The ferries go from the centre of the town as well but can be pricey.
Peschiera is a great family town. Everyone goes out at night to walk and have ice cream. I would highly recommend it.

where is the nearest airport to fly into,i would fly form manchester or liverpool?
Any decent hotels around?
Can you manage without a car possibly?

The nearest airport is Verona or Brescia. There is usually a charter flight from Manchester to Verona in the summer and I believe only Ryan Air fly from Stansted to Brescia. It may be an easier and cheaper option to get a flight wiith someone like Jet2 from Manchester to Venice and pick up a car from Venice Airport as opposed to going down to London.
As I said we flew into Venice, had a couple of nights in Venice and then got the train direct to Peschiera which took about 2 hours. The trains in Italy are very cheap. I think we paid about £15 1st class. We were only a couple though so with children and excess luggage it may be a bit of a drag.
A work colleague with 2 children flew into Venice, picked up a hire car at the airport and drove to Garda with no problems. On the way home they a had a couple of nights in Venice out on the Lido and flew home from Venice. They said that was a better option as there are beaches on the Lido and you can easily get into Venice.
We stayed on the Bella Italia campsite so not too sure about good hotels in the area. There are a few hotels on the shore of the lake though as we used to walk past them to get into the centre of the town.
With regards to whether or not a car is needed, we certainly managed but we don't have children. That said, it is very easy to get around by public transport and you tend to use the ferries to get between the different towns.
Which month are you going? It can get very hot. We were there in early June and there was a heat wave so it was unbearably hot. This may influence your choice of whether to have a car or not from air con aspect.
BTW the ice cream is to die for and eating out is not expensive.

Gardaland, the biggest Italian teme park is at Peschiera and around the lake there are plenty hotels around of every categories.
You can also fly to Bergamo with Ryanair (less than 100 km West from Peschiera) and either rent a car (the airport is straight out from the exit Seriate of the motorway from Milan to Venice and Peschiera has its own exit, so it's impossible to get lost), or you can take a train from Bergamo to Brescia and change there, probably there are also buses, but I am not sure.
Alternatively, you can take the bus from Bergamo airport to Milan central station and there take a direct train to Peschiera.0
