Should I pay extra to reserve seats?

Bulkhead seats are also narrower than standard seats as the traytable and tv stow away in the armrests making them wider.
The armrests are also fixed so you cant lift them up to get more room.0 -
As has already been stated, whilst a bulkhead seat in Eco may remove the annoyance associated with passengers reclining into your lap, they rather provide more legroom.
To me the term legroom means the ability to straighten ones legs and not kneeroom which I take as the room between bended knee and the seat/bulkhead in front.
Thus a bulkhead seat will give you more kneeroom, the bulkhead seat will invariably provide markedly less legroom than a standard Eco seat with the caviot being assuming there are no IFE metal boxes at your feet.
A bulkhead seat also has the bassinet issue, the inability to spread out in seat if flight is not busy and t0553rs who think the space between your seat and the bulkhead is a thoroughfare. Thus I never take an Eco bulkhead seat unless I know the configuration or its a KLM EC seat.
Now...... Taking into account you are only 5ft 4in I do not see you having any issue with a standard Eco seat so save your ££££.

Another annoyance with Bulkhead seats, depending on the configuration and which ones you get, can be the proximity of the toilets. Quite often, you can have someone wanting to use the toilet stood next to your seat, occasionally holding on to it, and often gassing away to a friend which is not desirable if trying to sleep.
And you will always get someone who tramples over your legs to get to the other aisle.0
