The Belgian one is KeyTrade. They will definitely open accounts for non-residents. They communicate in English.
The German banks were mentioned by other posters and as I dont read German I cant say much more than I already have. I have no reason to believe that the info given was false.
There are also some offshore options. I know of LloydsTSB and Nationwide, both of which pay interest (though with bonus rates and conditions) and both will open non-resident accounts.0
