My only suggestion is that if you have a local disability welfare group (might have different names in different areas) they would know of anything available locally. And certainly your friend should get advice on the best type for their needs, these things are heavy and not always easy to drive.Signature removed for peace of mind0

Hiya
I work for an occupational benevolent fund and in some circumstances we have helped with purchases of scooters. There are many occupational funds available that will help based on a persons career - it doesn't necessarily have to be their most recent job and each fund has different rules about the type of help they give, length of service required etc. We are members of the Occupational Benevolent Funds Alliance and you can search to see if there is a fund to help your friend at https://www.joblinks.org.uk (hope I can post that?).
Also if your friend was in the armed forces at any time, including National Service (sorry don't know yours / his age!) sometimes SSAFA can offer support - don't have a website for them but am sure that googling SSAFA will come up with something. Good luck!0
