i have had this problem with my mothers bathroom, what about a 250 watt would this be any better? She needs a warm bathroom but we wanted something practical and moved it next to the walk in shower

You need to be very careful with electrical items in a room containing a bath or a shower. Who moved the towel rail next to the shower?

Does your mother's house have gas central heating? If so that would be most effective, most economical and would benefit from the heating timer i.e. easy to switch off overnight.

If no gas central heating I would say a radiant heater on a timer might be the best bet, but you must take proper advice from an accredited electrician.
