Does an employer have to advertise a vacancy, internally in the first instance, before filling it?
No.
There's that old chestnut that something like 70% of vacancies are not advertised, but I'm not sure how true that is.
When you consider things like the good old British institution known as the 'old boys network', though, it's reasonable to assume that a great number of 'elite' jobs probably aren't advertised.======================================
