that wouldn't help my dummy quotes at renewal though, so I'm starting to waver here.

Neither will credit scoring which is now in use by some insurers (http://www.abi.org.uk/Information/Consumers/Motor_Insurance.aspx) as if they can't find you on the credit scoring database they may well price you as a higher risk, the old adage of if you aren't sure then be careful.

I wouldn't be surprised if dummy quotes get less and less useful as time progresses with the various validation checks that insurers are likely to want to use increases.

    I'm fine with that.
It just means the ones the use credit scoring don't get my custom. There are still enough that come in at a tenth of the price to others for me.

I don't think this is running yet, it would be a good idea though.

I'm sure there was a thread here a while ago about one insurer who does check with DVLA. Something about the additional premiums raised by discovering non-disclosed convictions more than covers the cost of the facility.

    Does anyone else remember this?

It would have to be driving licence number.

There's no other way, as the driving licence address may not be the same as the owners address, or where the car is kept overnight. (student for instance), that wouldn't help my dummy quotes at renewal though, so I'm starting to waver here.
It would depend on the business rules you put in place.

It could be on something less definitive and if a match isnt found a rule is applied, could be to quote and ask for docs, it could be to apply a loading or could be to continue as was for example.

It is similar with the insurers who do credit reference checks, not everyone will be found for similar reasons as you give above and insurers have rules in place to decide how to handle it. For the client that I helped implement it for the person was defaulted to the "slightly below average" loading.
