Wet looking bricks and mortar issues

Morning all
I have recently been looking at the exterior of my home and i have noticed that the 3 layers of bricks below the damp proof course look wet in comparison to the bricks above (which obviously indicates the dpc is doing its job) my worry is the mortar between the bricks is feeling poor and can be rubbed away again feeling wet.
Is this common it is across most of the walls on my semi house, eg front back and side.
What action needs taking repointing or do you think there could be a pipe leak under foundations ?

You can often rub the surface of the mortar and get some off.
It would be useful if you could take a photo and link to it.
Permanently wet brickwork below DPC could be a sign of a burst pipe, or it could just be wet ground.British Ex-pat in British Columbia!0
