You can choose any program you like, providing the program is capable of displaying it, do open with, choose program
Photo viewers or editors are usually more suitable than a browser for jpg's!!

You may have to browse your computer, after selecting Choose default program... to select Chrome to open your image file. Then navigate to wherever you have a shortcut for Chrome, perhaps your desktop. If you have IE9, you are probably running Windows 7, so that should work.
Edit:
Chrome may be your default browser, but it isn't your default image viewer, unless you make it so.I’m a Forum Ambassador and I support the Forum Team on the In My Home MoneySaving, Energy and Techie Stuff boards. When you select Open With | Choose Default Program a new window should open with the options available to open the file with. If Chrome isnt there then Select the Browse button and browse for the application directly, its called chrome.exeThanks closed

If you need to find where the chrome.exe is then right click the Chrome icon on your desktop, Select Properties and the Target should tell you where it is.
Just a note, the above is on Windows 7 so may vary depending on your operating system0 -
