Fine for parking on public land??

Hello,
Very much new to this and after some advice. I can see from previous posts that people have received and ignored payment requests from CMS UK Limited when they have parked on private land. My husband, however, has today received a demand for payment after he parked on a public side road in a city centre. I'm assuming that, as it's not a demand from the council, it can be ignored??

The letter is poorly printed and accuses him of not displaying a valid permit. It's also from November and is asking for an increased amount of £90 due to non-payment (this is the first letter my husband has received).

    On a public road, are you sure ? Sorry but unless they are acting for a council they cannot issue tickets there, perhaps it was a private estate ? In any case the advice is to ignore all parking charge notices as they are invoices and are unenforceable , so basically bog paper.
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?
  • Yes, I'm equally as puzzled. His car was parked along a narrow side street next to his place of work right in the middle of the city centre. He's parked there for the last year (no problems until this).

  • Is it possible it's actually a private road? There are still a few unadopted. If it is a public road and this is a private company, I would be inclined to take it to the police as it appears to be demanding money under false pretences.

    But obviously don't respond to the company.
  • Private roads normally have cobbles where they meet the public road of a minor change of colour etc. Anything that indicates a border usually means its a private road.
