Can't access web since Norton upgrade

I received an email from Symantec today, giving me an upgrade to Norton Internet Security 2007.
However, since installing, I've been unable to access web pages through IE (I just get the "Internet Explorer cannot display the webpage" error page).
I've ensured that all options both on the Norton and IE are set to the default setting.
I've tried reinstalling, but I get a message along the lines of "We've detected that you have NIS running, please close it down and re-try" - but I can't see anything running/anything to close.
Of course, I could try the support in NIS....
But this is web-based....
Which is a bit of a problem....
My internet connection is definitely working, as shown by the fact that I'm posting this (using Opera as my browser).
Any suggestions?

check the firewall options - it is possible to block programs from accessing the net.0

when mine did that, turned out I'd accidentally got "block traffic" on the security options. After 1/2 hour of screaming at the computer, one click andit was sorted.All shall be well, and all shall be well, and all manner of things shall be well.

I had the settings for Internet Explorer set as 'Custom'.
Changed it to 'Allow'.
