Hi all,
Much needed advice needed. I have received the following letter from Barnet Council about an unpaid PCN from the 12/11/2011. I have no record of previous correspondence. I live in another Borough of London.
We issued an Enforcement Notice on 03/01/2012 which explained that as the person we believe is the owner of the vehicle, registration number (xxxxxxx), you had to pay a penalty charge, or write to us explaining why you believed you did not have to pay it.
We are now sending you this Charge Certificate because the penalty charge has not been paid and one of the following applies:
1. You did not make representations as specified on the Enforcement Notice
2. You made representations as specified on the Enforcement Notice and the Council served a notice of rejection, but no appeal was made against the notice of rejection
3. Your appeal against a notice of rejection to the adjudicator was unsuccessful
4. You appealed against a notice of rejection but it was withdrawn before the decision of the adjudicator was made
As a result, the penalty charge as now been increased by 50% to £195.00
You must pay the increased amount before the end of the period of 14 days, beginning with the date this certificate was served. Please refer to the "How to Pay" section.
If we do not receive payment before the end of 14 day period, we may register the charge as a debt at the County Court (which incurs a further charge of £7.00) and ultimately we may pass the case to Bailiffs to recover the debt.
We strongly advise that you deal with this matter now as if it is passed to Bailiffs they will add their costs, which may significantly increase the amount that will need to be paid.
This letter was dated 01/02/2012.

Does the reg match up to your reg ?
also can you remember being in that part of london ?
Is there photo evidence ? - if so is it your car (make / model / colour etc)
at the date / time of the incident can you remember where you where / what you where doing ?Mortgage free wannabe!

Monthly payments = £523
Extra monthly Payments = £500
Total extra paid in 2012 = £5000 -

You can restart the process by making a Statutory Declaration that you have not previously received the notices. If you did not receive the Notice to Owner (or the equivalent notice for this procedure), then that will be put back to there, cancelling the increases, and offering you the opportunity to appeal. Any chance your vehicle could have been cloned?
They will no doubt confirm on pepidoo the trigger points for making a Statutory Declaration. I believe that if made in good time it must automatically be accepted; but even if outside the time limit then it is usually, if you find an acceptable reason for any delay.0
