Under floor heating or insulation...clueless

I have wooden floors. I also have a 13 month old son who is crawling toddling about alot at the mo.
It is very noisy and I believe the floor is laid straight onto concrete (it was like that when I moved in)
Is it worth taking the floor up and putting some sort of matting down, I assume this will warm up the floor and also make it less noisy? I think its pretty cold (it stays cold even when heating is on) for my son to be crawling around on- especially in this weather!!
How much hassle is it to do this and what would I need?
I would love underfloor heating but I think thats a luxury very far down my list!! The flooring seems to be like cheap stuff- although to be fair I am not an expert, Id love to replace it but that too is a long way off... does anyone know how muchthis can be?
Any help/advice would be greatly recieved!! Thank you :-)
