Parking tickets & snow -can a warden clear the windscreen of snow ?

Can a parking warden clear the windscsreen of snow to check for permits ?

  • Difficult to stick them on snow so I would assume yes. Whether they are allowed to remove a windscreen cover I don't know.

    It would be a mad world indeed if not. As for windscreen covers, removing them would only ever be in the motorist's interest, otherwise it's an obvious "failure to display".

    I heard somewhere maybe they shouldn't really put tickets under windscreen wipers as they often do.

    I was thinking if there are roads full of cars covered in snow whether they would clear snow off windscreen or generally avoid.

    I'm sure councils must have a policy/working practice on this matter.

    can still get done for failing to display tax though
  • This thread very quickly moved from the traffic wardens moving snow to look for permits to removing snow to attach penalty notices. What does that say for the general perception of tw's?

    As a former CEO, there are no rules against it.

    Some councils are very paranoid about claims of damage to windscreens / wipers so they instruct their officers to only stick a PCN to the screen with sticky envelopes and not to touch anything. Others don't give a hoots and will trust you to do an honest job (and thats where you'll find the most dishonest staff).

    In short there is nothing set in stone. What they cannot do however is SCRAPE your windscreen to clear ICE. Snow is a different matter as its soft and can be wiped off gently with a glove but scraping your windscreen is a definite no.

    As for windscreen covers, they're not touched. It's someones property which has been specifically setup to protect part of the vehicle. Only the police can remove a windscreen cover legally.

    And if a car is parked on a disabled bay with a windscreen cover , what then ?
    Excel Parking, MET Parking, Combined Parking Solutions, VP Parking Solutions, ANPR PC Ltd, & Roxburghe Debt Collectors. What do they all have in common?
    They are all or have been suspended from accessing the DVLA database for gross misconduct!
    Do you really need to ask what kind of people run parking companies?

    It gets a PCN. Failure to clearly display a disabled badge. Same applies in a permit or P&D bay too.

    Its down to the officer at the end of the day though, if they can peep under and see a valid 'thing' then they might leave it. Same goes if its a regular car that they see every other day and they 'know' it has a badge/permit etc.

    If they can't see anything though and they don't know it then its going to get booked.
