What to offer???

I'm new to all this forum stuff so was wondering if anyone had any advice on what we should offer/what the vendor is likely to accept on the following:-
We are FTB in Glasgow & have seen a property we like at offers over £186k, it has been on the market since Feb 2011 when the price was o/o £199k. The Home Report value is £215k & the vendors paid £215k for it Nov 2006.
We would like to offer under the asking price but is this realistic? I know it all depends on personal circumstances etc but we just don't know where to start as the vendors of a previous property we were interested in were (unrealistically) looking for 15% over their asking price! Needless to say that property's asking price has now been increased by £15k. Thanks for any help!

Offer what you think it is worth, to you. Base this on the sold prices of similar properties nearby from zoopla.com or mouseprice.com.
Yes, it is entirely realistic to offer under the asking price, the pricing trend is heading downwards unless you are in C London. A vendor looking for 15% above the asking price should go for an immediate CAT scan.

My thoughts exactly on the 15% over!
The property is in a development called Parkmeadows in Glasgow built 2006/2007.0 -
Maybe offer 5% less - as mentioned it is down trend - It is unfortunate that they paid 215k - dont make the same mistake.I owe £3233 @ 0%0
