Right to survey property upstairs

We are selling our ground floor flat in a building which has two flats. They buyer wants to do a full structual survey. Note... he is also buying the freehold for both properties. Upstairs is only on lease hold and we own the freehold for the whole building.

As part of the survey he wants the roof checked and has also requested that the surveyor looks around the flat above. To me checking the roof is fine as both properties are responsible for the cost of repair but does the surveyor have the right to look around the flat upstairs as the buyer is not liable for any issues?

It just don't make sense to me at all. Not sure how the neighbour above will take it.

    The answer is in their lease - it should give their Landlord (you and surveyors on your behalf) rights of access. Read the lease and see what it says.
