Rental Deposit deductions

Hi, hope someone can shed some light on this for me. We recently left a property we had lived in for 18 months. The main reason we left was the old problem of LL not doing repairs.
All the living accomodation was on the first and second floor, accessed by a flight of stair which was used just by us with our own front door.
This main set of stairs have been a problem for a while, they are crumbling, several steps have given way altogether, which the LL sent his handyman to repair. He said there was little he could do and put some more screws in. A week later they went again and i fell top to bottom.
Upon moving out we had all the carpets cleaned in fact there was only 2 + the stairs out of all the original carpets left in, we had replaced all the others with brand new carpets as there was moths in the others.
The agent who did our check out said everything was in really good clean condition. EXCEPT for the main stair carpet. We did clean this but the man who came in to clean the others refused to clean them as he said they weren't safe. So we cleaned them as best we could with a vax.
The side of the house has been covered in tarpaulin for 5 years so i guess this is having an effect on the stairs as they are on the same wall.
The landlord now wants to claim carpet cleaning costs (stairs) from the deposit. We don't know how much yet.
My main question is, all the rooms are listed on the inventory but not the stairs, they were quite dirty and a bit smelly when we moved in. I think the damp makes it smelly as the paper is falling off the wall. How can he or us for that matter prove the condition they were in when we moved in.

    If the LL hasn't got the stairs listed in the inventory he can't prove their carpet's condition at the start of the tenancy, therefore can't prove that you left it in a worse condition at the end of the tenancy, and therefore can't claim for cleaning.

    Are you in England/Wales? Is your deposit registered in a scheme?
