    No, this was part of the MOT (that the OP agreed they would do).

    Well it's still a bit of a p!ss take, because as long as the brakes function correctly, the level of wear to the pads/discs is not a pass/fail item.

    The garage didn't sting or force the OP. They told the OP that in their opinion the vehicle needed a wiper and new brake discs and tyres. The OP had the option to refuse that work and insist that the MOT was carried out without the changes.

    The mechanic has the ability / responsibility to judge whether the degree of wear and tear is likely to cause the vehicle to fail a rolling brake test. The alternative would be for him to carry out the MOT first (in which for instance he doesn't look at the brake pads, just puts it on the test rig), find all the failures, then give the fail certificate to the OP and ask what he wants doing. But that's neither practical nor economical - you want the experienced mechanic to tell you in advance of the test what he considers should be done to the car in order that it will pass. Same for the tyres. Would you like the tester to fail someone on the tyres before telling them that the tyres would fail?

    BTW I'm not a mechanic, nor do I own a garage. I do own a car, and I trust my local garage man to tell me honestly what is needed in order to keep the car working and roadworthy (which includes passing the annual MOT).
    A bank is a place that will lend you money if you can prove you don't need it.

    It was in for a service, and mot.

    Not just an mot.

    The service is where a decent garage look at the brake pads, and discs. Same with the tyres and wipers.
    I wouldn't expect a car to come back from a service with a knackered back wiper and worn out discs and pads becaue they're not an mot fail.
