Are Newbuild property prices (Barretts etc) negociable or fixed without question?

There is a development near me that is selling off the last few - some are going for £40K less than the original asking price!

All house prices are negotiable. Wether the builder will accept your 'negotiated offer' is another thing. Personally, I've not paid full price for either of the two new builds I've bought.
If you feel that you've offered a fair price, or asked for a fair incentive (carpets/curtains, 5% deposit paid etc. the list goes on) then stick to your guns.
I once waited ten days before the builder came back and said yes. They said 'It's the last house on a very popular estate, we can't possibly sell it at that price'....I said 'I can't offer you anything more, take it or leave it'. They made me wait a few days, then rang to ask for more money, I stuck to my guns. I paid nearly £8k less :T than next door....but I think I lost a few nails in those final few days.
As fivemice said - the worst they can do is say no.

Incentives tend to be better the closer you get to the end of the builders financial year.

I negotiated 19k off the price of my Barratt house plus a lot of additional extras in the property.0

I would negotiate a lower price AND lots of added extras in your shoes - now would be a good time to negotiate because it is fast approaching the end of the financial year and they want to get their books in order.0

...in fact, if you get a business card from one of the people that work in the show house on the development, it will almost certainly say "Sales Negotiator"...
