Quick employment question.

Too late to do anything about it now, coz i finished last July but...
When I worked in my last place of employment I was contracted to 22 hours per week.
However, after 8 weeks they lowered my hours as I was "working too slow" (bare in mind this was a nursing home).
They kept giving me only 16.5 hours per week, sometimes they would top it up with annual leave (which I know they are within their rights to dictate.
Sometimes I came up short on funds because there was no annual leave and I had to try and live on 16.5 hours.
Is giving an employee lower hours without their aggreement legal?

Oh I know, and it is way too late to do anything now as I said. It was a quick hypathetical. As my current employer said it is illegal to give below the contract hours without your permission and they can't legally force you to do more than 48 hours a week unless you sign the opt out.
