I have just seen this on the BBC News Channel. Basically Which are trying to negotiate with Fuel Companies for cheaper fuel for consumers. The more that join, the cheaper (hopefully) the fuel will be.

Sounds like that pipeline card thing that made the same claim about securing lower fuel prices - it just became an excuse to create a mailing list which got spammed with affiliate links.
