    OP, when you had the brake pipes done, did the fitter/mechanic remove the rear drums to check the condition of the brakes by any chance? if so he may have cleaned and adjusted the brakes in such a way as to affect the handbrake, take it back to whoever did the work and ask them to check it over.

    I have absolutely no idea if the brakes themselves were touched. I drove it to and from the garage I didn't notice any difference at all.

    She took the car back to the place that did the brake pipes and they've taken the brakes apart and adjusted them etc free of charge. She has a re-test again at 4:30pm today.

    They didn't give her another failure sheet, he took it into the station and drove it back out and told her to get it fixed.

    I think as said already it's because she didn't get the work done through them. She saved herself £30 but has wasted her day off getting it sorted again.

    Just read the testers manual, it doesn't phrase it as above, but does say it can fail the re test on other items.

    "If, during the re-examination of a vehicle in any circumstances, it becomes clear that the vehicle does not meet the necessary standard, whether because the original defect has been inadequately repaired or because another defect is present, the vehicle must be failed and a further VT30 issued."

    It depends on the fault. Some are the fault, some are a full retest. Replacing the brake pipe would mean a full test of the entire braking system.
    Is the MOT tester right to refuse to pass it again? Handbrake is same as it was the last time he checked it and he didn't note anything then....
    If it doesn't meet the efficiency requirement, yes. It has to be a percentage of the foot brake effort. "Not how I like it" is not a reason. Ask him what the percentage of foot brake effort was.

    we are talking brakes here not fluffy appendixes for windscreens
    if the mot tester has told you the brakes arent good enough he means it and its not because hes miffed
    if he passed your car and it killed someone he would be up the beak for passing a dangerous car
    he would lose his testing licence
    mothers with children (think of the children) would spit on him in the street for letting dangerous cars on the road
    his wife would leave him (ok that might be a bonus)
    me might go to jail and not like porridge

    you get the picture?

    just as likely to be spinning a yarn in order to separate the innocent owner from more folding stuff - this is the motor trade , after all.

    Report him to VOSA and write bad reviews about him on local review websites. Then take car for MOT elsewhere.
    you cant complain to vosa and then take the car else were you have to leave it at the testing station, form what i can remember
