Repairing and/or replacing boundary fences

Because we are an end corner house, our back garden boundaries are marked by our corresponding neighbours fences. We still have our old posts in place from when the previous owner lived here so we know that all the fences belong to our neighbours, who are council and we are private owned.
During the recent bad weather and winds, one fence panel broke and blew into our garden and another boundary which is made of straw type material has split but is still on the neighbour's side.
My puzzlement is as follows:
Can I repair any of these fences myself? If not:
Can I ask the neighbour with the straw fence to get it repaired as he has a dog that has got out previously and scared my cat? :mad:
Can I ask the neighbour with the fence panel to get it repaired or can I move the panel in any way?

My Pearl of Wisdom : Don't be scared to say "I can't afford it", or "I'm skint" to anything... If you're lucky, you'll still be able to do what you want, just find a different way -and if you can't, you don't need it anyway! 0

Normally find the best option for these types of discussions is mentioning the damaged fence and mention how your willing to contribute to the cost of getting it fixed, people are normally more swayed to repair if you offer to help pay.
There is nothing legally that you can do to make them replace their fence.
If they do not wish to replace their fence, you can build a new fence inside the existing boundary so long as it meets regs.0 -
As for the fence panel, you have to give it them back as it is their property. And you can't fix anything without their say so.0
