    The OP may be receiving ISMI which would also pay certain service charges.
    From http://www.housingoptions.org.uk/general_information/gi_factsheets/fs_18.pdf

    "to pay for certain service charges for repairs and improvements which are needed to maintain
    the fitness of the home for human habitation "


    It seems as if the work that has been done doesn't come into this category, which, in the case of the boundary wall, makes sense.

    Yes Mara69 yes everything you have outlined is the case.

    Have spoken to Shelter and they have told me that they do not deal with benefit enquires of this nature.
    Still unable to find clear guidelines of the regulations.
