Northern Ireland HPI/rental value

Hi Folks
As many peeps are already aware, N.I. has the highest HPI in the UK.
I cant afford to get on the property ladder and was looking to rent somewhere in the meantime.
I have been scanning about for last two months and it appears that the rent has gone up around 10-15% within that time.
Is this a direct result from the HPI?
There is only 1.6m peeps in N.I. according to N.I. census. Thats a finite population so how long can this HPI madness go on for.
The sooner higher water rates come in here the better
Any thoughts would be appreciated
