Reclaiming Bank Charges

I posted on the 13th feb 1st class and signed for my letter to LLoyds TSB explaining that I will be taking it to court if they did not refund my bank charges, the problem that I have got only gives them 7 days in which to respond, as at this morning this particular letter still has not been signed for, which now only gives them 5 days if they ever sign for it, what is the best way to go about it as it is not giving them the full amount of time. please advise.
