Landlord not fixing window in flat above

Hi, i'm not sure if this is the right place for this thread but here goes.
I live in a ground floor flat, there is only 1 flat above me and on christmas day the tenant broke a window in his flat. He left and didn't clear up the glass so another tenant in the block (only 6 flats) and i cleared up the glass on the walkway and i called the landlord of the flat above mine and said what had happened. It went to voicemail.
The window is sill broke - infact the tenant broke the rest of the glass out a few days later. Today it seems like the tenant has left cos he chucked a lot of things out and took down the roller blind which was covering the empty window frame.
Ok, my question is that the landlord has been told at least twice that the window is broken, but as the temps are due to be freezing or below for a period of time, the heat in my flat is going up through the ceiling into the flat above me and cos of the open window the basically i'm gonna need more heat in my flat - thus costing me more in electricity. Do i have a right to claim from the landlord of the flat above as he's not fixed the window?
If the window was fixed then it wouldn't be as cold in the flat and so i wouldn't need to have my radiatior on so much or so high.

I seriously doubt there is anything you can do as you are not the tenant.
I understand your concern about the heating and costs but personally I would me more worried about water pipes in the property freezing and bursting as its now exposed to the dropping temperature.
I dont want to add to your worries but just thought you should be aware.0 -
Nail a sheet of plywood over it and send him the bill.
Seriously though a block of six must surely have a managing agent. Forget the landlord - have a pop at them.

Do ou have access to the flat? If so, yes, just put a board temporarily across the window.
Report all issues in writing. To your landlord, (at the address on your tenancy agreement) asking him to contact the freeholder/management company for the block, and to keep you informed.
If you know who the freeholder/mgmt co is, write to them.
If you know who the upstairs LL is, write to him too.0 -
If the tenant has vacated or done a runner, hopefully the landlord will come visit soon to find out whats going on and will see the window...perhaps he didn't get your mail or voicemail.0
