Windows in rented property?

Hi
Ive got double glazing at the front of my house in the living room and one bedroom and then single glazing every where else in my maisonette however the double glazed units have all blown and there is water inside ALL the panes 2 of these were like this before I moved in and the landlord agreed to sort them when I brought it up a few months after moving in in Aug 2009 but it was never done. Should he have to fix all of these or is it up to him?
Also the single glazing at the back of the house not only makes the rooms colds the wood is rotting in places on the doors and windows and has swelled in other meaning they are hard to open and close. Having never lived anywhere with single glazing or wooden frames I never knew how cold it could be. :eek:
Should he have to fix these?

There is no obligation for the LL to install double glazing. However there are cheap products (even clingfilm will work!) you can get to DIY double glazing for a few £ on a temporary basis (ie the next couple of months). Nip in to B&Q.
As for the repairs, have you reported the problems (faulty double glazing, rotten wood, stiff windows) in writing to the address for the Serving of Notices on the landlord? If not, do so, requesting a timetable for repairs.0 -
The double glazing issues has been reported to the landlord lots of times and he has always said yes soon, or in a few months even had a guy come out and measure up in 2010 then nothing
The rotten wood I haven't reported as yes but will do next week.
Im the LL's first tenant as he and his family lived here until I moved in he never wanted to be a LL and it show's in his 'management' i haven't seen him since I moved in.

LL has a statutory repairing obligation which covers the exterior maintenance of the property, ie rotten doors and rotten window frames. As G_M says, you need to follow this up/report to the LL in writing and keep copies.
If a LL does not maintain his property you can ask the private sector rental officer at the local Council to help you
Did you pay a tenancy deposit and if yes has the LL confirmed which scheme he has registered it with? ( if property in Eng/Wales)
Do you know whether your LL has a standard residential mortgage on this property given that it was his own home originally?
In the meantime have a look over on the Old Style Board for tips on keeping yourself/the property warm.0 -

Yep deposit is in a scheme which the LA sorted. The also remortgaged last year and the evaluator man came round so yes its the right mortgage.
I will pop over to the Old Style board. Amie's idea about bubble wrap sounds good.
I will write a letter to the LL and might ask the LA to pop round and see it he seems to have a bit more luck with the LL than me.
Ive only emailed prior but its obviously getting me know where.
