It is time to put a thermal base layer on and keep the heating use to a minimum.

Is it best to keep central heating on all the time and controlled by the thermostat, or use the timer, and letting the temperature fluctuate??.

You need to control the heating as and when you need it.
But in all areas, if you go out turn to frost protection on your thermostate.
Rooms at 21 to 25 degC , bedroom at 18 degC
If you have a room you do not use shut the door and turn the Radiator right down to cover frost.
You could but Radflek Radiator Reflector Panel behind each radiator if not already fitted to save energy.(Amerson sell it)
Look at both Gas and Electricity and if you have a prepayment meter are they charging you rate per day.
Take a look at the energy saving Trust web site and make a list.
Pay less for both gas and Electricity, check what you are paying per Kwh and the hidden charges.
