Nationwide have changed cardreader authorisation usage

My main current account is a Nationwide Flexaccount. Because their savings interest rates are so low, when I get paid, I transfer the bulk of the money into a Tescos savings account and transfer it back as required over the month. For the last couple of years I've had to use the cardreader to complete the transfer but last week, cardreader in hand, it wasn't asked for.
So I sent Nationwide a message asking if there been a change to when cardreader authorisation is required. This is their reply:
I confirm that if you have made this external payment before you will be less likely to be asked to authorise the payment with the Card Reader. The Card Reader security is asked for at random.
You may be asked to complete card reader security for the following activities on the Internet Bank:
- Making a payment from any of your own accounts, to any accounts outside Nationwide.
- Making a payment from any of your own accounts, to any other accounts held by a third party.
- Setting up or changing a single or regular arrangement on any of your own accounts, to any accounts outside Nationwide.
- Setting up or changing a single or regular arrangement on any of your own accounts, to any other accounts held by a third party.
- Viewing an online PDF Statement.
- Transferring a Nationwide credit card balance.
- Changing your memorable data or passnumber.
- Changing your personal details.
You may also be asked to verify a payment to your Nationwide credit card or mortgage.
So either the random routine always worked in the cardreader's favour in the past for me, or they have changed their cardreader authorisation usage.

It just let me pay an existing payee without the card as well - finally! I've always thought that was a bit pointless, while annoying, I'm not going to have any major qualms with a hacker getting into my account and transferring money across to one of my other accounts!0
