Size of rad/btu output/eu directives

Does such a thing exist in any form like a EU Directive on size of radiators, or how much output you have in a house?
i.e. I have single rads upstairs (fairly common I understand), but house is still cold. My heating engineer (whom I've used for years) been & had a look & said he can get fined if he puts bigger rads in??? Something along the lines of he could get fined if he goes over such & such - i.e. bigger rads?
i.e. one room upstairs (is cold corner) single rad, temp is about 14 degrees- if your lucky - sold wall house

afaik no.
there are general guidelines and standard formula to work out the size of rad for any given room.
factors include, cubic area, u values, insulation, windows, roofing, construction etc....
then boiler sizing comes into it.Get some gorm.0 -

Ok, being the thicko that I am (and I don't do metres), can you advise a website where I can work out what the spec 'should be', but even then I'd have no idea of the btu of the current rads...? please

I've never heard of any such regs, but it might be that if you add more rads you could the exceed the BTU output of your boiler.0
