local RBS branch have not impressed me

I think the point that you and others are perhaps conveniently overlooking is that there are several other forms of ID that the bank say they will accept, which do not show an address. Therefore, why does the address on my driving license matter? So what that it's different, I don't see how that poses a threat when I could theoretically pull out another form of ID with no address on it and be accepted. Either that, or they don't know their own terms and conditions.
There are two lists (Identification Table, Address Verification Table). One has to produce one from each list. So one item needs to bear an address the other doesn't. But if you produce a driving licence as the Identification Table item and the address contradicts the item from the Address Verification Table then quite rightly the bank will begin to worry about you.

If you are the sort of person who moves without updating your driving licence they may view you as the sort of person who might run up debts with the bank then move without informing them. And even more important than the risk of default, the banks risks severe penalties if the correct checks are not performed.0 -

A credit check would have flagged that trend.
OP could show passport (if they have one) which doesn't have address on it yet it has photo/name/dob same info as a photocard driving licence. However that passport would have been applied and approved at a previous address.
If photocard licence is true likeness to OP and date of birth matches and OP has documentary evidence to link change of address what is the problem?0 -

It isn't odd atall.
ID with no address on it doesn't prove that the information you put on the applicaiton is incorrect.
Providing them with a driving license with an address contradicting what you put on the applicaiton would prove the information to be incorrect - especially in the eyes of the government's anti money laundering regulations.

Because the OP does not want to admit that he should have changed his address on his driving license, and probably does not like to be told that he could be fined for not doing so.
He also will not accept that the bank are protecting themselves by refusing to accept the driving license with the wrong address on.

As for RBS not accepting it. I recently opened two new accounts with different banks, one of them being RBS using my 'highly illegal' licence and there was no problem. Seems the problem lies with RBS, particularly that branch.
I don't believe you did without opening the account at the address stated on the DL. Either that or it wasn't required at all and you provided other ID.0 -
interesting replies, and point taken about my driving license. I will be updating it soon when I have a chance to be on the internet long enough to do the process online (I don't have internet at home). I don't want to post it off as it may take months to come back (not unusual around here) and without my ID I can't go into pubs or buy alcohol as I still look quite young.
After the farce with RBS punting me from pillar to post, I went back to trusty clydesdale knowing that they now issue Mastercard debit and chanced my arm. the clerk told me that my account type would allow me to carry a mastercard, but because of the type of Maestro I currently have I wouldn't have been scheduled for an automatic upgrade. A mastercard and new PIN is now on its way to me in the post, hassle free.
As for the snide comments that have been flying around this thread (and others), well I hope you all are happy with yourselves. What most of you completely failed to realise is the main point of this thread was simply for clarification of what RBS was doing. I was most unimpressed considering the way my case was handled, and that the fact that I was told on different occasions starkly contrasting information as to how i could prove my identity - and then later told that the information i was given 30 minutes prior was simply wrong! After the way they had messed me about I didn't trust them enough to believe what they were saying about my driving license was correct - I simply came here to ask, and half of you did nothing but treat me like a complete idiot.
I have to say I haven't been particularly impressed with this forum after reading several threads - it's rare for me to come across one thread that actually survives intact with a friendly tone and it's completely beyond me how the forum lynch mob manages to escape moderation of any kind. So, you all can rest assured that i won't post too much here anymore as it's obviously too much effort to help point people like me who are new to all this stuff in the right direction, without being blatantly rude. I feel sorry for you that you have such a lack of passion in your lives.
Finally, to those of you in this thread who WERE helpful and/or reasonable, thank you - your kindness did not go unnoticed.Oh, you wee bazza!0
