EHIC Card

Just recently applied for a EHIC Card for a family member. I remembered it to be free, but the 1st site I visited asked £14.99 for it. So I went on the NHS Website & applied the same way, again this time the charge was £9.99. Is it free than or not? Is it legal to charge for something if you can get it for nothing? How do I recover the charge now that I've paid for it? Any suggestions?:(

If you type EHIC into Google then the 3rd hit says

'Find out how to renew or apply for your free European Health Insurance Card (EHIC) and go abroad knowing you're prepared for all eventualities.'

I lost my old one, had no idea where it went, applied for another one (didn't even need my NHS Number to hand) and it arrived within a week, in time for a hen do in Barcelona!

I dislike that people charge for a EHIC Card..
