My provisional driving license expired.
Do i renew it?
Or apply for a new one all over again?

I presume you mean that the photocard photograph has expired, and not that you have a medically shortened provisional licence?
If you'd had a new passport in the last 5 years you should be able to use that photo and apply online. If not, then you have to get a D1 form (from Post Office or you can request it online here https://www.dvla.gov.uk/dvla/onlineservices/order_forms.aspx?ext=dg ) and follow the instructions provided.0 -

Quite. Only the photograph expires and I've yet to hear of anyone being fined for that (having an expired photograph).
With a provisional, though, they are likely to refuse to let you take a test with an expired photo. Which really defeats the whole point of a provisional licence.0
