If they are pointing at Experian, that would suggest to me one of two things - fraud marker or not on the electoral register. Since other posters asked about the latter and given what you've written about your provisional license, the electoral register issue seems most likely.
Registering on the electoral register will probably cost you the price of a stamp and make it easier for financial providers to verify your address details when you are applying for current or savings accounts in the future.0 -

I haven't. But to get my report, it costs £2 - which I don't have, let alone the bank account/card to pay from
Just phoned the TC people and they say my application had been rejected as I am on IS - which I am not! I have been self employed since Jan 9th! So a little annoyed that I have to wait for a new claim pack to be sent out, then wait for them to pick my form up! This TC claim could take another 4 weeks until I receive anything, but then I need a bank account to get them paid into - which is where I'm really struggling!
I will put some effort into getting my Credit report.

I figured this out too, I called the electoral registration offices yesterday and have received a electoral roll application form which I will drop into the offices tomorrow. But I have missed the enrolment day, next one isn't untill 3rd March... which is going to delay my bank account and TC applications even more...0 -
This is turning out to be a painfully slow process... I have registered to be on the electoral roll, but missed last months cycle. I won't be 'on' the roll until April 2nd, which will also be the date that the Credit Reference agencies will be able to credit search and see that I am on the roll.
The lady at the council electoral offices suggested that she could provide written proof that I have applied to be on the roll, so I called the Co-op bank to ask if this would be sufficient to open an account, but some young whippersnapper (!) said they would need to do creidt check with the agenices; a letter wouldn't cut it...
I am going to have to wait about 6 weeks before I can even apply for a bank account, and this is rather depressing
as the lack of bank account is holding my tax credits application back, and if I was to get paid for some work, I have no account to get paid into 
And why can't I open one of these basic Post Office accounts I hear of?
Going to the P.O. website and applying from there - it says I need a bank account to apply for their basic account! how do I get a P.O. Account opened?

Have you applied for the Natwest First Reserve account? That way you at least have a bank account to use short term. I believe (although I may be wrong) that you don't get credit checked for a savings account. However, if that's declined then it would indicate that there's something on there that the banks really don't like eg cifas mark or something.
Alternatively, a savings account with cash card, coupled with a pre paid card should help you in the short term.Feb 2024:

I've not, no, but don't really see that as a logical option - I don't want even more credit searches going on my account until I am on the electoral roll.
If I get refused again, then I will have to apply for my Credit file and see if there is a CIFAS on it - from my conduct, I'm almost 100% certain there should be no CIFAS on it.0 -
You won't get any other accounts until you're on the electoral roll and have checked your credit file. As I said earlier, you're not credit checked for a natwest first reserve account.
Cifas doesn't just cover your conduct.Feb 2024:
