who apparently they are operating in accordance with the British Parking Associations Code of Practice

Please don't look upon the British Parking Association as some sort of official regulator. It's not. It's just a trade association for the parking "industry", stuffed full of people who own or manage private parking companies.What part of "A whop bop-a-lu a whop bam boo" don't you understand?0
