Both SIL and MIL's meters don't work, they've been getting free utilities!!

My (ex) mother in law's gas meter has been faulty for roughly 5/6 years.
It's a topup card meter, so she has been getting 'free' gas for all this time.
My (ex) sister in laws key electric meter is the same, but hers has 'only' been broken for 2 years.
I'm just thinking....gawd how much are they gonna be in debt??! Will the companies ever find out? could they be arrested?? They aren't my in laws any more but we are still friends because of my daughter, so I'm kind of worried for them.
But also a bit peeved at them for not getting it sorted...
